The Local Skills Bureau

At CSG, the Local Skills Bureau, run by the Base Industrial Relations department (CG/RSB), helps companies on the Space base recruit local personnel and develop their skills...

The Local Skills Bureau (Bureau Local des Compétences or BLC),  helps companies on the Space base recruit local personnel and develop their skills (joint training schemes, on-site mobility, contacts with regional authorities etc) who so wish with recruitment, training and skills management issues, in the following ways:

RECRUITMENT, by

  • centralising information from companies on the base concerning job opportunities and applications, so as to publicise the information within the base and among local job-seekers;
  • helping companies find appropriately-qualified personnel on the local job market;
  • improving mobility between companies;
  • studying the possibility of placing "pépiniéristes" from the IRIG-DEFIS association with companies on the base (young recent graduates of local origin available for one-year internships, depending on their skills and the companies' needs);
  • using the association’s address-book and contacts-list to contact Guianese students and young graduates;
  • analysing the skills of local candidates and submitting them for available positions with the relevant Human Resources departments;

TRAINING, by

  • working with the Training Commission of the Inter-Company Committee (Comité Inter Entreprises or CIE) and the training managers of the different companies, to prepare and implement an annual plan for joint training sessions for base personnel, called the Site Training Plan, in which Space base companies invest approximately 0.8 % of their salary budget.
  • designing training courses adapted to the needs of the different base companies (course design and management);
  • negotiating training contracts with specialised organisations on behalf of the companies concerned;
  • preparing applications as required for obtaining state or European funding;
  • assisting companies requesting help with administrative measures and tax matters relating to training;
  • managing and providing guidance concerning requests for training.

SKILLS MANAGEMENT, by

- mapping the skills and crafts on the Space base and keeping the details up to date;

- assisting companies wishing to develop the skills of locally-recruited personnel, especially by:

  • detecting and analysing the potential of local employees together with the Human Resource departments of each company,
  • analysing crafts, structural changes and new activities and monitoring the emergence of new technologies,
  • identifying and describing target job positions, together with the Human Resource departments and the employees concerned,
  • proposing specific training strategies and plans for preparing successful job applications.

REPRESENTING AND PROMOTING THE UEBS, by

- interfacing between the Space Base Employer’s Union (UEBS) and the regional authorities concerning education, training and employment;

- participating in forums organised for schools and institutions on behalf of the UEBS; organising information sessions on how industrial crafts are changing and the future needs of the Space industry;

- managing and updating the BLC intranet with all information relating to training, recruitment, mobility and available internships;

- organising and running the quarterly Rendez-vous du BLC, information and discussion sessions for UEBS company managers.
